Russia to Halt Kazakh Oil via Druzhba to Germany

Berlin (Lamaane.net) – The German Federal Ministry for Economic Affairs and Climate Action said on Wednesday, April 22, in Berlin that Moscow plans to halt Kazakh oil deliveries via the Druzhba pipeline to a refinery in eastern Germany from May 1, following notifications from operators and the German branch of Russia's state-owned Rosneft.
A spokesperson for Rosneft Germany said the company is reviewing the potential operational consequences of the reported suspension. "Rosneft Germany is currently assessing the implications of a potential interruption and is using all available options to secure supply continuity,” the spokesperson said, speaking on condition of attribution. 

The official added that the firm remains in contact with German regulatory authorities. A separate official familiar with the matter told Lamaane News Network that contingency planning had been initiated within the refinery network to manage short-term disruptions.

The Druzhba pipeline, one of Europe’s longest oil transport systems, carries crude from Russia toward Central Europe through multiple branches. 

One line passes through Belarus and Poland into Germany, supplying the PCK Schwedt refinery near the Polish border, while another extends through Ukraine toward Hungary and Slovakia. The system has remained strategically significant despite shifting European energy policies following Russia’s full-scale invasion of Ukraine in 2022.

Political tensions surrounding energy transit routes have persisted. The Ukrainian section of the pipeline has previously been affected by technical and geopolitical disputes, including disagreements between Budapest and Kyiv. 

Hungarian Prime Minister Viktor Orbán has in past instances linked energy flows to broader EU financial and policy negotiations, intensifying regional divisions over infrastructure security and sanctions enforcement.

The German energy ministry stated that it expects limited operational impact. "The absence of Kazakh crude deliveries to the PCK refinery does not endanger security of supply in Germany, even if the Schwedt facility is required to operate below full capacity,” a ministry spokesperson said. 

Officials noted that Germany’s diversified import structure and alternative supply arrangements would help stabilize refinery output in the short term.

Energy analysts caution that while immediate supply risks may be contained, repeated disruptions could increase pressure on regional refining margins. Luisa Peter, an energy security analyst based in Berlin, said that "pipeline uncertainty continues to force European operators to balance political risk with infrastructure dependency, particularly in eastern supply corridors.”

The German government placed Rosneft’s German assets under trusteeship in 2022 following EU sanctions targeting Russia’s energy sector. Since then, authorities have maintained supervisory control over key refining operations to prevent supply shocks and ensure domestic fuel stability amid evolving geopolitical conditions.
